The Unified Planning Work Program (UPWP) outlines transportation planning priorities and work tasks. Preparation of the UPWP is required by federal transportation legislation. The latest federal transportation legislation is the Bipartisan Infrastructure Bill (BIL) enacted as the Infrastructure Investment and Jobs Act (IIJA), which was signed into law on November 15, 2021. The UPWP is also a requirement of the Metropolitan Planning Code of Federal Regulations (23CFR 450.308) of the United States Department of Transportation. The UPWP must present a continuing, cooperative, and comprehensive (the “3C”) approach to transportation planning activities. The UPWP is prepared with cooperation and guidance from federal, state, and local agencies, as well as state & public transportation operators.

The FY 2026-27 Unified Planning Work Program (UPWP) documents below outline the transportation planning priorities and work tasks for the Memphis Urban Area Metropolitan Planning Organization (MPO) Area for Fiscal Years (FY) 2024 - 2025. FY 2026-27 begins October 1, 2025, and ends September 30, 2027, based on the federal fiscal year. The FY 2026-27 UPWP was adopted by the Transportation Policy Board (TPB) of the Memphis MPO on September 11, 2025, and is awaiting final approval from the Federal Highway Administration (FHWA).
