The TIP is a four-year, fiscally constrained, short-range program, which provides a prioritized list of multimodal transportation projects (including capital, resurfacing, signalization, bridge, pedestrian & bicycle, and transit) within the Metropolitan Planning Area. Its cooperatively developed every four-years and approved by the MPO Board and the Governors of Tennessee and Mississippi. The TIP provides an overview of how transportation revenues will be invested over a four-year period by state and local agencies that have legal responsibility to build, operate, and maintain highways, streets, and public transit systems. In order to be included in the TIP, these projects must have funding available. The TIP supports the vision of the MOVING TOGETHER Regional Transportation Plan (RTP) and must meet federal air quality conformity regulations.
Adopted FY 2026-29 TIP Documents
Following are the adopted FY 2026-29 TIP documents, executive summaries (English & Spanish), Appendices, associated Air Quality Conformity Demonstration Reports for Shelby and DeSoto Counties, and associated MOVING TOGETHER 2050 Regional Transportation Plan (RTP) amendments which were adopted by the Memphis MPO's Transportation Policy Board (TPB) on September 11, 2025.
The Federal Highway Administration (FHWA) Tennessee and Mississippi Divisions and the Federal Transit Administration (FTA) Region IV Office, in coordination with the Environmental Protection Agency (EPA) Region IV Office, have reviewed and completed the Air Quality Conformity Determination for both Shelby County, Tennessee and DeSoto County, Mississippi. The Air Quality Conformity Determination letters for Tennessee and Mississippi are available through the links below. The Memphis MPO's FY 2026-29 TIP has been amended into MDOT's FY 2025-2028 Statewide Transportation Improvement Program (TIP), which was approved by the Federal Highway Administration (FHWA) Mississippi Division on November 13, 2025, approval letter below. The Federal Highway Administration (FHWA) Tennessee Division and Federal Transit Authority (FTA) Region IV Office, jointly approved the Tennessee Statewide Transportation Improvement Program (STIP), which incorporates the Memphis MPO's TIP, effiective August 1, 2026.

FY 2026-29 TIP Updates
The FY 2026-29 TIP can be modified to make changes and examples include adding or removing projects, updating the project cost, adding a phase of work, or making changes to the scope of a project. Minor changes can be made administratively, while major changes may require analysis of air quality impacts and public review.
