FY 2018 Transportation Alternatives (TA)

The Memphis Urban Area MPO annual call for applications is open for the Fiscal Year (FY) 2018 Transportation Alternatives (TA) competitive grants to local jurisdictions in the Tennessee and Mississippi portions of the MPO Planning Area.

The TA program is a grant opportunity that awards money to eligible agencies to help fund projects that promote alternative modes of transportation such as walking or biking. Examples of previous awarded projects considered on and off-road pedestrian and bicycle facilities, infrastructure programs aimed to increase non-driver access to public transportation, transit stop amenities, greenways and trails, and more.  These funds will catalyze the construction of projects meant to address safety and accessibility. The Memphis MPO awards its allocated TA funds through a competitive application process. 

The MPO staff will score the applications with input from the Active Transportation Advisory Committee (ATAC) and a review from the Mississippi Department of Transportation (MDOT) and Tennessee Department of Transportation (TDOT).

Regional Freight Plan Available for Public Review & Comment

The Memphis Urban Area MPO's Regional Freight Plan is in its final stages and is now available for public review and comment.The Regional Freight Plan is especially imperative since, as "America's Distribution Center," the region plays a critical role in the global economic supply chain.

The Memphis MPO has worked closely with a consultant team led by AECOM over the past year-and-a-half to develop a Regional Freight Plan that enhances the mobility of people and goods, while addressing the unique characteristics of the region and encouraging economic development. The plan identifies key issues and challenges to the region's overall freight system as well as strategic freight corridors. Additionally, the plan assesses all modes of freight transportation, including: truck, rail, pipeline, waterways, and air. The Regional Freight Plan seeks to address the freight competitiveness of industrial sites served by transportation, as well as recommend near- and medium-term projects, policies and programs which provide for adaptation and continuous improvement in the ever-changing freight environment.

The plan is available for public review and comment through Wednesday, September 20, 2017.

Safety Performance Measures

The Federal Highway Administration (FHWA) recently enacted new rules to promote performance-based planning among state DOTs and MPOs. FHWA defines transportation performance management (TPM) as, "as a strategic approach that uses system information to make investment and policy decisions to achieve national performance goals."
The Tennessee Department of Transportation (TDOT) and Mississippi Department of Transportation (MDOT) are gathering and studying recent data in order to establish performance targets in several areas: safety, infrastructure condition, congestion reduction, system reliability, and freight movement.  Once the State DOTs establish their targets, the MPO, in coordination with the DOTs, and our local partners, will have to establish targets within 180 days of the State DOTs doing so.

The first set of performance measures, safety, will be announced by the state DOTs by August 31. For all of the targets, the MPO looks forward to incorporating data-driven decision making, performance tracking, and strategic planning in order to improve our national and local transportation systems.

Mavrick Fitzgerald

Mavrick is eager to start work as a transportation planner for the Memphis MPO. He recently graduated from Florida State University with a Masters in Urban and Regional Planning, specializing in transportation. Mr. Fitzgerald will be working on freight planning, intelligent transportation systems, safety & incident management, and data management. He hopes to help the Mid-South region develop in an effective, efficient, and equitable fashion.
