Greater Memphis Area Freight Plan

Plan Overview

The Regional Freight Plan seeks to identify balance across modes to move freight effectively, in, out and through the region in a manner to meet the near and long term needs of the region’s industries and stakeholders. The planning efforts included a public survey, survey of current truck drivers, and numerous meetings with stakeholders from the public and private sectors within the region to gather feedback on the region’s freight movement, operations and transportation infrastructure. Key plan components include:

  • Detailed analysis of 8 Freight Areas in the Greater Memphis Region made up of 35 Freight Zones: intermodal accessibility, employment statistics and worker access, open real estate, etc;
  • Inventory of regional freight assets across every mode and potential bottlenecks and improvements; and
  • Assessment of national freight context: trade patterns with US megaregions and peer cities by mode, developing technologies, and federal policy.

Freight Areas Update

The MPO staff updated the 2014 Workforce Data of the 8 Freight Areas in the Greater Memphis Regional Freight Plan, highlighting Educational Attainment and Employment. 2017 Census data was used in the update of the Freight Areas.

MPO Freight Area Workforce Update (2014 – 2017) – Key Observations

  • The 'Mississippi' and 'River' Freight Areas had the highest level of educational attainment within the region. (See Figure 1)
  • Education Attainment in the 'West Memphis Interstate' Freight Area showed an increase in 'Some College' and an increase in 'Associate's Degree' holders. (See Figures 4 & 5)
  • Educational Attainment in the 'Central' Freight Area decreased, showing a decline in 'High School Diploma' and 'Bachelor’s Degree' holders. (See Figures 1,3 & 6)
  • The top three Freight Areas in terms of employment growth are the 'West Memphis River', 'West Memphis Interstate', and 'Airport Lamar' Freight Areas. (See Figure 7)
  • Among the eight Freight Areas, the 'West Memphis Interstate' & 'West Memphis River' showed growth in terms of both people in labor force and people who are employed. (See Figure 7)
  • The top categories of occupation in the Freight Areas are 'Management', 'Sales & Office', and 'Production & Transportation'. (See Figure 8)
  • The top three industries where people work are in 'Educational & Health Care', 'Transportation & Warehousing', and 'Retail', which shows growth similar/comparable to the Memphis MSA. (See Figure 9)
  • 'Private wage & salaried workers' show consistent growth both in the Freight Areas and the Memphis MSA. (See Figure 10)
  • Most of the people in the Freight Areas and the Memphis MSA earn between $25,000 to $75,000. The 'Median Household Income' has increased for the region. (See Figure 11)
  • 'Drove alone to work' is the preferred mode for commuting to work, as consistent with the Memphis MSA. Public Transit use declined in the Memphis MSA. (See Figure 12)
