Background
The Unified Planning Work Program (UPWP) outlines transportation planning priorities and work tasks. Preparation of the UPWP is required by the federal transportation legislation. The latest federal transportation legislation is the Bipartisan Infrastructure Bill (BIL) enacted as the Infrastructure Investment and Jobs Act (IIJA), which was signed into law on November 15, 2021. The UPWP is also a requirement of the Metropolitan Planning Code of Federal Regulations (23CFR 450.308) of the United States Department of Transportation. The UPWP must present a continuing, cooperative, and comprehensive (the “3C”) approach to transportation planning activities. The UPWP is prepared with cooperation and guidance from federal, state, and local agencies, as well as state & public transportation operators.

FY 2022-23 begins October 1, 2021, and ends September 30, 2023, based on the federal fiscal year. The FY 2022-23 UPWP was adopted by the Transportation Policy Board (TPB) of the Memphis MPO on August 19, 2021, and has received final approval from the Federal Highway Administration (FHWA).

FY 2024-25 UPWP
The FY 2024-25 UPWP was adopted by the Transportation Policy Board (TPB) of the Memphis MPO on August 17, 2023. The FY 2024-25 begins October 1, 2023, and ends September 30, 2025.
