Background

The Unified Planning Work Program (UPWP) outlines transportation planning priorities and work tasks. Preparation of the UPWP is required by the federal transportation legislation. The latest federal transportation legislation is the Fixing America’s Surface Transportation Act (FAST), which was signed into law on December 4, 2015. The UPWP is also a requirement of the Metropolitan Planning Code of Federal Regulations (23CFR 450.308) of the United States Department of Transportation. The UPWP must present a continuing, cooperative, and comprehensive (the “3C”) approach to transportation planning activities. The UPWP is prepared with cooperation and guidance from federal, state, and local agencies, as well as state & public transportation operators.

The FY 2022-23 Unified Planning Work Program (UPWP) documents below outline the transportation planning priorities and work tasks for the Memphis Urban Area Metropolitan Planning Organization (MPO) Area for Fiscal Years (FY) 2022 - 2023. FY 2022-23 begins October 1, 2021 and ends September 30, 2023 based on the federal fiscal year. The FY 2022-23 UPWP was adopted by the Transportation Policy Board (TPB) of the Memphis MPO on August 19, 2021. The FY 2022-23 UPWP was adopted by the Transportation Policy Board (TPB) of the Memphis MPO on August 19, 2021 and has received final approval from the Federal Highway Administration (FHWA).
