Livability: 2050 RTP

Livability 2050 logo

The Transportation Policy Board (TPB) of the Memphis MPO adopted the Livability 2050: Regional Transportation Plan (RTP) on September 12, 2019. The RTP is a multi-modal transportation plan for the region through the year 2050. For the MPO's Planning Area, all transportation improvements to be funded by the state and federal governments are included in the plan.

Long term planning for transportation infrastructure is critical for the growth and development of a region in a way that is consistent with the goals and objectives of the community.  As conditions change, these long range plans must be updated periodically. To meet Federal regulations, the Regional Transportation Plan (RTP) will do all of the following:

  • Provide a minimum 20-year plan horizon;
  • Identify long-range transportation goals and specific long- and short-range investment strategies across all modes of transportation to support meeting those goals;
  • Support regional land use and economic development policies and plans;
  • Demonstrate fiscal constraint for all funded projects;
  • Demonstrate air quality conformity; and
  • Reflect a broad set of public and stakeholder input.

The major elements of the planning process for the Livability 2050 RTP Update were Engagement, Data Collection, Recommendation Development, and Documentation.
