The Transportation Policy Board (TPB) of the Memphis MPO adopted the Livability 2050: Regional Transportation Plan (RTP) on September 12, 2019. The RTP is a multi-modal transportation plan for the region through the year 2050. For the MPO's Planning Area, all transportation improvements to be funded by the state and federal governments are included in the plan.
Long term planning for transportation infrastructure is critical for the growth and development of a region in a way that is consistent with the goals and objectives of the community. As conditions change, these long range plans must be updated periodically. To meet Federal regulations, the Regional Transportation Plan (RTP) will do all of the following:
The major elements of the planning process for the Livability 2050 RTP Update were Engagement, Data Collection, Recommendation Development, and Documentation.

The RTP is available for viewing and download at the links below. Please reference the Updated Livability 2050 RTP document, below for any changes that have been made to the 2050 RTP since the plan was adopted.

The Federal Highway Administration (FHWA) Tennessee and Mississippi Divisions and Federal Transit Administration (FTA) Region IV Office, in coordination with the Environmental Protection Agency (EPA) Region IV Office, have reviewed the Air Quality Conformity Determination for Shelby and DeSoto Counties for the Livability 2050 Regional Transportation Plan (RTP) and FY 2020-23 Transportation Improvement Program (TIP), which were adopted by the Memphis MPO Transportation Policy Board (TPB) on September 12, 2019.
The documents were found to be in conformity with Federal air quality regulations as noted in the Air Quality Conformity Determination letters below.

The approved Livability 2050 RTP can be modified to add new projects, delete projects, accomodate cost, and scope changes to a project. Major changes require public review and analysis of air quality impacts, while minor changes can be made administratively. Following are the changes that have been made to the Livability 2050 RTP, since the plan was adopted.

Improving the livability and quality of life of our communities is important to the region.
