Fiscal Year 2017-2020 Transportation Improvement Program (TIP)

The Transportation Improvement Program (TIP) is a four-year, short-range program, which provides a prioritized list of multimodal transportation projects within the Memphis MPO Area. The TIP supports the long-range vision of the Regional Transportation Plan (RTP), which articulates Greater Memphis Region's future long-term transportation needs and opportunities.

The Fiscal Year (FY) 2017-20 Transportation Improvement Program (TIP) will cover the period starting from October 1, 2016 to September 30, 2020. The Call for Projects was released earlier this month for proposed transportation projects to be included in the FY 2017-2020 TIP. The deadline to submit applications is January 15, 2016 and jurisdictions/agencies submitting applications are required to conduct a public meeting outlining each project that they are planning to apply for funding. The FY 2017-20 TIP is scheduled for completion in Fall 2016. More information can be found on the Memphis MPO website

National Primary Freight Network

Under the previous Transportation Bill MAP-21, the U.S Department of Transportation (DOT) was required to establish a national primary freight network that the Secretary deems critical to the future efficient movement of goods. The final designation for the Highway-Only Primary Freight Network was released recently. Below is a list of those identified in the Memphis Urban Area MPO:

1. I-240 from I-40 to I-55 (25.68 miles)
2. I-40 from AR/TN Line to I-240 (2.67 miles)
3. I-55 from MS/TN Line to AR/TN Line (12.29 miles)
4. US-78 (Lamar Avenue) from SR-175 (Shelby Drive) to I-240 (5.35 miles)

No route has been identified by USDOT in the Mississippi portion of the Memphis MPO Area.

Livability 2040 Regional Transportation Plan Update

The Livability 2040 Regional Transportation Plan (RTP) is in the final review process. The 30 day public review period began November 10th and ended on December 10th.

Pending approval from the Engineering and Technical Committee and subsequently, the Transportation Policy Board, the plan is expected to be fully adopted in January.

2015 Transportation Alternative Program (TAP) Projects Selected

On November 19, 2015 the Memphis Urban Area Metropolitan Planning Organization (MPO) awarded more than $1.3 million in Federal transportation funds to two municipalities. The funds are for the construction of four projects that will address the safety of people walking and also improve access to neighborhood destinations. The source of the funds is the federal government's Transportation Alternatives Program (TAP). TAP provides dedicated funding for pedestrian, bicycle, and transit-access projects. The Memphis MPO awards its allocated TAP funds through a competitive application process. The details of the projects selected are below:

City of Hernando, MS

Hernando Square Pedestrian Improvements:
Hernando's historic town square will receive new crosswalks, crossing signals, and sections of sidewalk. ($136,000) 

City of Memphis, TN

Macon Road Sidewalk Improvements:
New sidewalks, enhanced crosswalk markings, and bus stop shelters will be installed between Gilham Drive and Mullins Station. This will eventually connect to future improvements along Mullins Station and improve access to Shelby Farms Park. ($640,000)

Westmont Road Sidewalk Improvements:
Westmont between Raines Road and Western Park Drive will receive new sidewalks, high-visibility crosswalks, and signage to provide safer connections to a neighborhood park and community center. ($268,000) 

Chiswood Street Pedestrian Safety:
In order to create safer access to an elementary school and neighborhood park, new sidewalks, raised and high-visibility crosswalks, and curb extensions will be added between Twin Woods Avenue and Country View Lane. ($266,992)
