| The Transportation Policy Board (TPB) of the Memphis Metropolitan Planning Organization (MPO) adopted the Memphis Urban Area Long Range Transportation Plan (LRTP): Direction 2040 on February 23, 2012. The LRTP is a multi-modal transportation plan for the region through the year 2040. The plan, mandated by federal law, is required to be updated at a minimum of once every four years. The areas served by the MPO are comprised of Shelby County, Tennessee, the western portion of Fayette County, Tennessee, and northern Desoto County, Mississippi. For these areas, all transportation improvements to be funded by the state and federal governments are included in the plan. The Memphis MPO received the Memphis 2040 Long Range Transportation Plan Air Quality Conformity Determination from the Tennessee Division of the Federal Highway Administration (FHWA), in coordination with Federal Transit Administration (FTA) Region IV, and Environmental Protection Agency (EPA) Region IV, on March 30, 2012.
